Conkers, goggles and safety

Perhaps goggles are not the answer to the menace of conkers after all.

In today's Times Simon Jenkins writes:
Hertfordshire County Council tried goggles as a way of helping nervous children get used to swimming. Its health and safety advisers were appalled. They pointed out that goggles, when being removed, can “spring back and hit children in the face” — and banned them altogether.
When a story is this good, it is churlish to ask whether it is true. But it appears that this one is.
